Project Updates
This is the project update list for the 2019 Capital Improvements Program (CIP) half-cent sales tax. Voter approved in August 2018 with a 73% passing rate. The current sales tax is scheduled to sunset on June 30, 2024. Updates on projects will be made accordingly.
Public Safety Projects
Patee Market HVAC Replacement
Installed in 1995 during a renovation, the HVAC unit at Patee Market is in need of repairs. On an average day, 350 staff and guests use Patee Market for health services, training and conference space. This project will replace the existing air handling units, condensing units, boiler and controls for the entire facility.

Ladder Truck
Used in major fires, a ladder truck responds to all structure fire calls. The purchase of a new $1.4 millon ladder truck will replace a current truck which is 18 years old. Typically, ladder trucks go into reserve status around the 12-year mark.

Animal Shelter
Dogs and cats currently living in the animal shelter are in need of more space in order to help promote a healthy environment and expand the adoption services. The 2019 CIP campaign will contribute $1 million to the project. The Friends of the Animal Shelter will raise an additional $1.5 million for the project.

Fire Station 8
Fire Station 8, located at 3308 Mitchell Avenue, has served as a fire station location for over 100 years. The $2.8 million project will construct and relocate a new fire station on the east side of town as it is critical to serve this underserved area.

Parks Projects
Hyde Park Splash Pad
Hyde Pool has been closed for several years and this project will give neighborhood kids in the southend a much needed summertime destination. This proposed $2.5 million project at Hyde Park will replace the existing swimming pool with a splash park and/or a smaller shallow water pool. This project would create a modern water park with more play value and allow for a variety of activities with a longer operational season.

John Lucas Recreation Complex
The asphalt basketball courts were originally installed in the 1970s and is in need of repairs. This $170,000 proposed project will resurface the courts and replace the outdated lighting system.

Horace Mann
The Horace Mann building, commonly known today as the Bartlett Center, provides recreational and educational opportunities to kids in the midtown area. The proposed $1 million project will replace the wood gym flooring, paint the gym, repair the roof over the gym, renovate the restrooms and the stage area.

Missouri Theater
The historic Missouri Theater has been a performing arts destination for over 85 years. The proposed $610,000 the project will replace lighting, replace the existing curtain and provide more accessible restrooms on the lower level of the theater.

Skate/Bike Park
This proposed $400,000 project will construct a large pump track for the enjoyment of bicycle, scooter, rollerblade and skateboarding enthusiasts.

Senior Center Restroom
The Joyce Raye Patterson 50+ Activity Center provides weekly activities, a cafeteria and a fitness center for seniors. As the facility service numerous groups each day, the proposed $175,000 project will renovate the restrooms to make them ADA compliant.

Aquatic Park
A portion of the current Aquatic Park, known by many as the old Noyes Pool, was constructed in 1955 with a concrete guttering system. The current stainless steel system was installed in the 1980s and is in need of repairs. This $449,000 project will replace approximately 424 linear feet of the existing east pool gutter, drainage system and replace the existing pool filter system located under the diving board.

Maple Leaf Park
Located on Mapleleaf Boulevard, neighborhood pocket parks provide neighborhood kids a safe and friendly place to play while still close to home.
Status: Completed
Krug Park Children's Circus
This $464,566 project will help with the restoration of the stone and concrete for this area of the park as well as some amenities.

Public Works Projects
Asphalt Streets
A total of $4.5 million will be allocated to improving asphalt streets throughout the city as progress has been made since the 2013 CIP sales tax.

Airport Capital Funds
This $500,000 proposed project will provide funds for federal and state grants to be used as leverage in funding for a greater return on investments. The funding would help with capital repairs and improvements at Rosecrans Memorial Airport. This project will help serve the needs and operations of the 139th Airlift Wing.

Urban Trails
The urban trail system provides cyclists and pedestrians access to get around town. This $500,000 local match will help construct a 10-foot wide concrete trail in multiple areas around town. The local match will generate over $2 million from the federal enhancement program.

Sidewalks
Through the sidewalk grant program, property owners and the city share the cost in sidewalk and curb replacement. The grant pays 100% of making corners ADA compliant. A total of $750,000 will be allocated for the match to provide curb, gutter and sidewalk repairs for residential sidewalks citywide.
Funding has also been provided for the construction of sidewalks on the west side of 22nd Street from Gooding to Mansfield and the east side of 36th Street from Frederick Avenue to Beck Road.

Business and Preservation Projects
Eastowne Business Park
The Eastowne Business Park, located off Riverside and Pickett Road, is a mixed space of office and industrial development with companies like KCP&L, Boehringer Ingelheim and Schutz Containers facilitating some of the area. This $1.8 million project will help get the property ready for other companies to move in through the mobilization, grading, silt fence storm sewer and landscaping of the area.

Wyeth Tootle
Situated in the Museum Hill historic district, the Wyeth-Tootle Mansion serves as a museum showcasing St. Joseph’s history. This $1.1 million project will restore the exterior of the property to its original appearance and condition through woodwork and masonry restoration.

City Hall
City Hall serves the St. Joseph community as the central location to the city's governmental system. Interior lighting will be updated to improve efficiency and masonry restoration will be preformed to the exterior of the building.
