2024 CIP Project Updates

This is the project update list for the 2024 Capital Improvements Program (CIP) half-cent sales tax. Voter approved in August 2023. The current sales tax is scheduled to sunset on June 30, 2029. Updates on projects will be made accordingly. For the 2019 CIP, visit the 2019 Project Update page.

Public Safety Projects

Fire Station 10

New Fire Station #10

Fire Station 10, located 101 Illinois, serves as the fire station for south St. Joseph. The $4.2 million project will construct and relocate a new fire station at 303 East Hyde Park Avenue.

Ladder Truck

Ladder Truck 7

Used in major fires, a ladder truck responds to all structure fire calls. The purchase of a new $1.7 million ladder truck will replace a current truck stationed at Fire Headquarters.

Fire Headquarters

Fire Headquarters, located 401 South 7th Street, has served as headquarters for over 100 years. The $3.1 million project will renovate and remodel the building to meet the needs of the department.

Patee Market

Patee Market Sidewalks

This $192,500 project will replace sidewalks around the Patee Market building and the parking lots including the entrance and ADA ramp.

This $30,000 project will resurface and restripe the parking lot and alley. Additionally the ADA ramp will be redesigned and rebuilt.

This $105,000 will replace all the public exterior entry doors to make them ADA accessible and secure. The exterior door to the basement will also be replaced.

Comm Staff

911 Phone System

The 911 phone system is a vital tool in emergency response. The $500,000 project will upgrade the current system to keep the service functioning.

Police Body/Dash Cameras

This $950,000 project with integrate body cameras/dashcam video system for the department.

The $350,950 project will upgrade radios in department cars.

Parks Projects

Civic Arena

Civic Arena HVAC

Following several upgrades to the facility, the Civic Arena continues to host many events scheduled throughout the year. This $3 million project will replace the HVAC system for the arena. The current system in the Civic Arena is 20 years old and at end of life.

This $2 million project will replace the plumbing throughout the arena and renovations to all restrooms.

This $1 million project would replace seats and carpet throughout the theater.

This $500,000 project will renovate and repair the retail/office space areas in the theater complex to include all rental units.

Pickelball

Pickleball Courts

Pickleball continues to be a growing sport throughout the country. This $500,000 project would construct new courts in the place of the former Corby Grove tennis courts.

Public Works Projects

Rosecrans Airport

Airport Capital Funds

This $3 million project will provide funds for federal and state grants to be used as leverage in funding for a greater return on investments. The funding would help with capital repairs and improvements at Rosecrans Memorial Airport. This project will help serve the needs and operations of the 139th Airlift Wing.

Cook Road

Cook Road Improvements

The $3.5 million project would install sidewalks on Cook Road from 1-29 to Bishop Road. Funds will be supplemented by funding available from the Greystone Tax Increment Financing plan.

Concrete Streets

This $2.5 million project dedicates funds for concrete street repairs throughout the city.

Construction

Sidewalk Grant Program

Through the sidewalk grant program, property owners and the city share the cost in sidewalk and curb replacement. The $900,000 designated funds will be used for this program.

School Sidewalks

Safe Routes to School

As many students walk to and from school, $1 million designated funds will be used to improve and implement sidewalks in needed school zones.

Urban Trails

Urban Trail

The urban trail system provides cyclists and pedestrians access to get around town. This $500,000 a year local match will help construct a 10-foot wide concrete trail in multiple areas around town.

Business and Preservation Projects

Eastowne Business Park Infrastructure

The Eastowne Business Park, located off Riverside and Pickett Road, is a mixed space of office and industrial development. This $3 million project will help with additional infrastructure including sanitary sewer, storm drainage, water, street, sidewalks and lighting for the continued expansion.

City Hall

City Hall

City Hall serves the St. Joseph community as the central location to the city's governmental system. Both  elevators will be replaced and improvements will be made to the exterior of City Hall and throughout Civic Center Park.
