Sidewalk Curb & Gutter Replacement Program
Subject to City Council approval each fiscal year beginning July 1, the City of St. Joseph has a limited funding program to assist property owners with eligible repair or replacement of sidewalks, curbs and gutters. Eligible projects are funded on a first come, first served basis and funds are often depleted within the first few weeks of the fiscal year.
Responsibility
Section 25-77 of the Code of Ordinances of the City of St. Joseph, Missouri requires the owner or occupant of a house, building or premises to maintain the sidewalk in front of or alongside the property.
Is your sidewalk in disrepair?
The city will reimburse 50% of the cost up to a maximum of $5,000.00 on approved repairs. If the property is located on a corner requiring repair or replacement of sidewalks on both the front and side, the city will reimburse 50% of the cost up to a maximum of $10,000.00. The cost of any ADA corners is paid 100% by the city. All sidewalk repair work must meet federal Department of Justice (DOJ) Public Right of Way Access Guidelines (PROWAG) compliance regulations.
Site Details
The program covers sidewalks, curbs and gutters along the public street. Entrance ways are not required and are not covered by the program. However, if they are installed, they shall be five (5) feet wide. Driveway aprons and approaches are not covered by the program. However, the five (5) feet wide portion of the sidewalk that crosses a driveway may be included if it presently is not ADA compliant.
Brick Sidewalks
Brick sidewalks in historic districts must be replaced with brick. If outside a historic district, the city will evaluate the entire block to determine whether replacing the brick with concrete is an option. For the sidewalk program, brick sidewalk repair costs and the city’s rate of reimbursement will be calculated the same as concrete sidewalks repairs.
Program Steps
- Call the street maintenance division at (816) 271-4848 to request participation in the sidewalk program.
- A staff member will evaluate funding availability, project scope and eligibility and discuss your options and costs.
- If you choose to proceed, you are responsible for hiring a contractor from the approved list of contractors.
- The contractor will obtain the necessary permit, arrange utility locates and coordinate with city staff.
- The contractor must begin excavation within thirty (30) days of receiving notice to proceed and the project must be completed within ninety (90) days. An extension may be requested for extenuating circumstances.
- After the project is completed and inspected, the contractor will give you an invoice which you must pay in full.
- Submit a copy of the invoice and your paid receipt to the street maintenance division.
